Iraq’s national intelligence chief, General Mohammed Abdullah Shahwani, said, “I think the resistance is bigger than the US military in Iraq. I think the resistance is more than 200,000 people.” A senior U.S. military officer was asked if he thought the insurgents were winning. He said, “I would say they aren't losing.”
